Delaware Cancer Consortium

Cancer incidence and mortality in Delaware was among the highest in the nation in 2002. Governor Ruth Ann Minner formed the Delaware Cancer Consortium (DCC) to advise the governor and legislature on the causes of cancer incidence and mortality and potential methods for reducing both. The Consortium has implemented programs and services, driven awareness and education campaigns and many other activities to lessen the cancer burden in Delaware. Delaware's rate of improvement for cancer mortality now leads the country.

Allotting Resources for HIV Prevention in Colorado

The Centers for Disease Control was distributing federal money to states for HIV prevention under the condition that they develop a prevention plan mutually satisfactory to various stakeholders groups. To accomplish this, the Colorado Department of Public Health and Environment convened a committee of stakeholders (Coloradoans Working Together: Preventing HIV/AIDS) who reached consensus on a three-year plan. Colorado received $3 million from the federal government to implement the plan.

Minnesota Legislature Collaborates to Reform Long Term Care

Responding to a dire need to reform Minnesota's long term care, the Department of Human Services Commissioner and the Minnesota Legislature formed the Minnesota Long Term Care Task Force. The task force used consensus building, stakeholder working groups, and extensive public participation to craft new legislation that addressed the needs of citizens. The final proposal passed both houses and implementation began immediately.
