Legislature Uses Mediation to Craft Illinois Telecommunications Act

The Illinois General Assembly was sharply divided over telecommunications legislation. Faced with a strict deadline, the Speaker of the House decided to depart from the traditional committee structure and use mediation and stakeholder participation to work out a proposal for new legislation. After extensive negotiation, the group produced a proposal that the legislature enacted into law prior to the deadline.
